Bricks role as Community Connector for the Community Infrastructure Levy
We are acting as a Community Connector to support the Community Infrastructure Levy (CIL) process across our area. Our role is to bridge the gap between local communities and council decision-makers, ensuring residents’ voices directly shape how local infrastructure money is spent. That means we will be asking you to have a say on applications, as well as wanting to hear your ideas about what could be improved.

What is CIL?
The Community Infrastructure Levy (CIL) (alongside something called Section 106) is funding collected from new developments. While much is used for city-wide infrastructure, a portion is allocated to Area Committees to fund local improvement projects.
These projects are shaped through a year-long process involving:
- Community idea generation
- Funding applications (Stage 1 & Stage 2)
- Prioritisation and decision-making by councillors
Did you know?
Recently, money from this process has recently supported The repair of Hungerford Road community centre, as well as allowing the Friends of Brislington Brook to commission a dragon sculpture in St Anne’s Woods from a fallen oak tree.
The money can be used to install, fix or maintain infrastructure, or to manage the stresses and strains that a new development might create for people living nearby.
What Are Area Committees?
Bristol is divided into 9 Area Committees, each made up of local councillors who:
- Decide how local CIL/S106 funds are spent
- Use community input to prioritise projects
- Work with council teams and communities to deliver improvements

Timeline Overview for CIL
- Oct–Feb: Community engagement & ideas generation
- March: Stage 1 proposals submitted
- Mar–May: Community & councillor prioritisation
- Jun–Sept: Development of Stage 2 proposals
- Autumn/Winter: Final decisions and project delivery updates

We are a locally trusted organisation nominated by councillors to:
- Engage the Community
- Gather and Shape Local Priorities
- Support the Funding Process
- Communicate and Build Awareness
- Strengthen Local Networks
Key Responsibilities
We are expected to:
- Deliver inclusive, accessible engagement
- Actively reach diverse communities
- Work closely with councillors and the Community Resources Team
- Support residents through the application process
